Judge Hannah Dugan, a judge of the Milwaukee County Circuit Court, was arrested on charges of aiding an illegal immigrant to evade ICE. Dugan’s arrest has sparked criticism from Democratic lawmakers due to Donald Trump’s strict immigration policies. However, several Republicans praised Dugan’s arrest and accused her of obstructing justice.

In response to Dugan’s arrest, her lawyer Craig Mastantuono stated in court on April 25, 2025, that his client «regrets and protests her arrest. It was not in the interest of public safety», - CNN reports.

Here are five facts about Dugan, her career, and her arrest.

Dugan is originally from Milwaukee, Wisconsin. She studied at the University of Wisconsin-Madison, then obtained a master’s degree from Boston College and a law degree from the University of Wisconsin Law School.

Dugan was elected as a judge of the Wisconsin County Circuit Court in 2016. At that time, she defeated Paul Rifelj, receiving about 65 percent of the votes.

Before becoming a circuit court judge, Dugan was the executive director of the Southeastern Wisconsin Catholic Charities organization for three years from 2006 to 2009.

Prior to becoming a judge, Dugan worked as a poverty lawyer, according to the Milwaukee Journal Sentinel.

Dugan’s term in the 31st Circuit Court division expires in 2028.

In April 2025, Dugan was arrested by FBI agents for allegedly aiding illegal immigrant Eduardo Flores-Ruiz to avoid ICE arrest. Republicans noted that Flores-Ruiz was charged with three misdemeanor cases and was supposed to appear in court before Dugan.

After being notified by email of Flores-Ruiz's imminent arrest, Dugan responded that «the order was not presented in the hallway on the 6th floor», - according to the Milwaukee Journal Sentinel. Although Dugan did not hide Flores-Ruiz from ICE, she escorted him and his lawyer to a side door leading to a private corridor on the sixth floor.

This was the third ICE visit to the courthouse building for arrests. According to multiple reports, arrests were made in March and April 2025 in the building corridors.

FBI Director Kash Patel wrote: «We believe that Judge Dugan intentionally diverted federal agents from the arrest target in her court, Eduardo Flores-Ruiz, allowing the target — an illegal immigrant — to evade arrest. Fortunately, our agents pursued the criminal on foot, and he has been in custody since, but the judge’s obstruction created an increased danger to the public»
