Before becoming a district court judge, Dugan was the executive director of the Catholic Charitable Organization of Southeastern Wisconsin for three years from 2006 to 2009.
Before becoming a judge, Dugan worked as a poverty lawyer, according to the Milwaukee Journal Sentinel.
Dugan’s term in the 31st district court division expires in 2028.
In April 2025, Dugan was arrested by FBI agents for allegedly aiding illegal immigrant Eduardo Flores-Ruiz to avoid ICE arrest. Republicans noted that Flores-Ruiz was charged with three misdemeanor cases and was supposed to appear in court before Dugan.
After being notified by email of Flores-Ruiz's imminent arrest, Dugan replied that «the order was not presented in the hallway on the 6th floor», - according to the Milwaukee Journal Sentinel. Although Dugan did not hide Flores-Ruiz from ICE, she escorted him and his lawyer to a side door leading to a private corridor on the sixth floor.
This was the third ICE visit to the courthouse building for arrests. According to many reports, arrests were made in the building corridors in March and April 2025.
FBI Director Kash Patel wrote: «We believe that Judge Dugan intentionally diverted federal agents from the arrest target in her court, Eduardo Flores-Ruiz, allowing the target — an illegal immigrant — to avoid arrest. Fortunately, our agents pursued the criminal on foot, and he has been in custody since, but the judge’s obstruction created an increased danger to the public»
